Taichung city is located in the center of Taiwan, with chemical wharves and multiple industrial parks. The industries in Taichung such as electroplating industry, chemical industry, warehousing, transportation industry and technology industry are flourishing nowadays. Dingxin Disaster Prevention Technology Co., Ltd. undertook the “Inspection and Management Project of the concerned and toxic chemicals in Taichung city of the year 2021” commissioned by the Environmental Protection Bureau of Taichung City Government (hereinafter referred to as EPB). Through the implementation of "disaster prevention " and "operation management", we assisted the EPB to strengthen the operation and response of the concerned and toxic chemicals handlers in Taichung. In the meantime, through the implementation of counseling visits to those chemical industries and facilities to keep abreast of the concerned and toxic chemicals operated and traded in Taichung. And we held various educational campaigns and dissemination to raise public awareness of chemicals use management and hazard identification. So far, the total implementation progress of the project is 100%, and the performance of each work as stipulated in the contract is as follows: 1.Strengthening the disaster prevention and response operation of the concerned and toxic chemical substances: (1)Conducted 25 unannounced exercises and operating sites of toxic and concerned chemical substances counseling visits. (2)Conducted 603 communication tests between operating sites and facilities of toxic and concerned chemical substances and disaster prevention and protection departments. (3)Held 1 concerned and toxic chemical disaster response (including evacuation and sheltering) drill. 2.Promoting the management of toxic and concerned chemical substances operation: (1)Conducted 500 concerned and toxic chemical substances factory inspections. (2)Conducted 100 inspections and surveys of concerned and toxic chemical substances projects (3)Establish environmental protection inspection punishment-controlled system and database to a total of 627 documents. 3.Conducting counseling visits for chemical materials industries: (1)Conducted 350 counseling visits to chemical materials industries. (2)Built the database system of the 355 counseling visits. 4.Holding various education campaigns, dissemination, or training: (1)Held 4 education campaigns and dissemination about concerned and toxic chemical substances. (2)Held 2 educational campaigns about food safety. (3)Held 4 dissemination about weed control in non-agricultural land. (4)Purchased 1000 copies of dissemination materials for weed control in non-agricultural land. 5.Other assignments: (1)Held monthly meetings and submitted monthly reports (2)Assisted Taichung City compiling annual concerned and toxic chemical disaster prevention and protection annual assessment reports and assessment data of the year 2021 (3)Estimated the amount of emergency responders at the operating sites and facilities of toxic and concerned chemical substances in Taichung. (4)Created contact groups for regional mutual aid groups in Taichung. (5)Compilation of information on concerned chemical substances (such as Nitrous Oxide, Ammonium Nitrate and Hydrogen Fluoride) handlers in Taichung. Due to the Covid-19 pandemic, in order to avoid the aforementioned activities becoming the breakthrough of epidemic prevention, the EPB ordered to change the contents and schedules of this project on August 17, 2021(according to the official document code:中市環衛字第1100088081號) and October 1, 2021(according to the official document code: 中市環衛字第1100107226號). Our team finished all the works as stipulated in the modified contract. Through the implementation of the project, we implemented the safety management of concerned and toxic chemical substances, enhanced emergency response capabilities, by counseling visits of chemical plants and established the concept of proper use of chemicals for the publics through various educational campaigns and dissemination. Thus, people's lives, the environment, and property safety are ensured.
